What the Supreme Court Rules say about fees and payment
- Fees for electronic notarial services follow any guide on notarial fees issued by the Supreme Court. The ENP may waive the fee in whole or in part. (Rule XII, Section 1)
- The ENP may also charge reasonable or proportionate telecommunication and other incidental expenses on top of the notarial fee. (Rule XII, Section 1)
- To be accredited, an electronic notarization facility must be one that "facilitates digital payments and issuance of electronic official receipts for the performance of electronic notarial acts." (Rule VII, Section 2(r); repeated in Rule II, Section 1 of the Guidelines on the Accreditation of Electronic Notarization Facility Providers)
- The fee charged for each electronic notarial act is recorded in the ENP's Electronic Notarial Book. (Rule VIII, Section 2(a)(vii))
The Rules require digital payment and electronic official receipts, but they do not name specific payment channels. The methods above are set by Notario.PH by Qlegal, developed by Qlegal, a Supreme Court-accredited electronic notarization facility.
Keep the electronic official receipt and the request reference. You will need them if you report a payment problem or ask for a refund.
ENPs receiving payments
Participating ENPs receive payments through a designated payment facility they choose. Notario.PH by Qlegal helps with the application and account linking. The payment provider's own terms, fees, and verification apply.
